Taking joint responsibility for Kaarst - stable finances, clear priorities
Kaarst, 5 November 2025 - In view of the upcoming challenges surrounding the necessary budget protection concept, the CDU Kaarst and Bündnis 90/Die Grünen have agreed on a fact-based cooperation. The aim of this cooperation is to assume joint political responsibility at a time of great financial strain and to make the city of Kaarst fit for the future.
Safeguarding the budget as a central task
At the centre of the cooperation is the development and implementation of a viable budget security concept for the years 2026 and 2027. The CDU and Greens are committed to a solid approach to the city's finances and are consciously focusing on political reliability and the ability to act quickly.
Clear focus on Kaarst's future topics
Both groups have agreed to prioritise key issues for the future. These include
- Maintaining and modernising the educational infrastructure
- Consistent implementation of the mobility concept
- Climate adaptation measures
- Maintaining the urban infrastructure, especially transport routes
- The further development of the city centre as an attractive living and meeting space
Caution with new voluntary expenditure
In view of the tight budget situation, new voluntary services should only be approved if they are budget-neutral or if there is clear counter-financing. The focus is on honestly weighing up necessity, financing and feasibility.
Strengthening the economy through land commercialisation
A common goal is the active and fastest possible marketing of existing commercial space. This is a decisive lever for improving the city's revenue situation. The CDU and the Greens are focussing on close cooperation with the economic development agency and a targeted approach to potential investors.
A strong signal for Kaarst
„In the current situation, Kaarst needs stability, clarity and the political will to take responsibility. We look forward to a fact-oriented cooperation with Bündnis 90/Die Grünen - for the benefit of our city,“ emphasises Mayor Christian Horn-Heinemann.
