An important step towards greater proximity to citizens, participation and modern administration: The Kaarst CDU welcomes the successful implementation of the motion it submitted together with Bündnis 90/Die Grünen in February 2024 to introduce a mobile citizen suitcase.
With the new vehicle procured in April 2025 Citizen case 2.2 a central concern of the CDU parliamentary group is being realised: a Flexible town hallthat comes directly to the people - especially those who are restricted in their mobility.
"With our initial application in 2024, we provided the impetus to facilitate access to citizen services for people with reduced mobility," explains Christian Horn-HeinemannDeputy Chairman of the CDU parliamentary group and candidate for mayor of Kaarst.
"We are now seeing the fruits of this initiative: in future, the Citizens' Advice Bureau will come directly to people's homes or care facilities, for example, on request."
Citizen services where they are needed
The citizen's suitcase makes it possible to offer a variety of important services on the move and on site. These include, among others:

Application for ID documents including fingerprint capture

Registrations, changes and cancellations

Application for certificates of good conduct
This creates a "Town hall on wheels", which makes access to the administration much easier, especially for older people or people with health problems.
Sustainable implementation and solid financing
The Kaarst CDU had already set out specific requirements in its application of 20 February 2024: procurement via Bundesdruckerei, examination of cost-effectiveness and development of a targeted deployment concept for people with limited mobility.
As availability at the Bundesdruckerei was severely limited, the city council acted quickly and ordered the citizen case in April 2025. 3,785 Euro were completely Budget 2025 covered - a decision that was recently taken in the Economic and Financial Committee on 22 May 2025 was presented.
"We are committed to ensuring that Kaarst remains accessible for all generations - not just digitally, but also in person," emphasised Dr Klaus GerdesCDU councillor.
"The citizen's case is a modern and practical tool for this."
Next steps: pilot phase and long-term operating concept
The administration is currently working on a Operating concept velvet Piloting phasewhich will be presented to the responsible committee shortly. The CDU Kaarst will actively support this process and continue to campaign for Citizen-friendly, innovative solutions use.
